Tumblr copyright rules?

Ok so i hav thought about making a blog but like i was worried bout copyright rules? people seem to find pics online and then post them and repost them but isnt tht copyright or watever? i just wnat to know the rules about it before i do. in english please not in like super fancy scientist talk.
