Can you create a story based on a book?

I was interested in creating a story based on the Vocaloid song "Alice Human Sacrifice" but is that considered illegal? [I'm changing the characters, the back stories, etc. The setting will possibly be the same.] I mean, if I can do the story then it would be my only ULTRA gory story. ^^
