Wear the right shoes/socks?

Wearing a light blue on-down, red pattern tie, navy blazer, and khaki pants. Should I wear black socks/shoes or brown? I have both lace up and loafers of each color, so advice there is appreciated also. The situation is Im visiting the state Capitol
